Paypal actually stole more than $600 from me, putting forward impossible conditions for their return after 180 days of blocking. Yes, I did not change the country in my account when I moved from Kazakhstan to Australia. I have been using Paypal services for 9 years without thinking that I am violating anything. Finally, the violation was discovered and my account was blocked.

I received an email informing me that I will be able to collect my money in 180 days. It's been a year now. I can't get the money. Paypal has announced to me that it will refund my money only to my card in Kazakhstan.

I have been living in Australia for 10 years, I am an Australian citizen. According to Paypal rules, I have to go to Kazakhstan and open an account there, which Kazakhstan does not open to foreigners. I understand that it is useless to argue with Paypal, they stupidly repeat their rules.

But if someone has not returned money that does not belong to him, he is a thief and should be punished. Can you advise me where to sue Paypal for stealing more than $600 from me?

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

My account is not open in my country of residence. I cannot open a bank account in a country where I do not live. I'm not going to use a blocked account Paypal. I just want to get my money back on one of my valid cards in Australia.

Please read my question carefully. I am not getting a refund because I do not have an account in the country where the account is registered. But I have been living in another country for 10 years and I do not and cannot have an account in the country where I lived 10 years ago.

I stated you can only get the funds withdrawn if you still live in the country where your paypal account with the money in was REGISTERED.

That is, if I no longer live in the country where the account is registered, Paypal have the right to appropriate my money?
According to PayPal's rules, violations are punishable by blocking or terminating an account, but appropriation of money is an illegal measure.

They are not appropriating it. It is there in your Paypal account and you can withdraw it whenever you want to as long as you are living in the country where the account is registered. Hardly paypals fault you moved countries. As paypal is country specific then you would not be able to withdraw the funds from another country to your present paypal account OR withdraw it from your old account if you have moved countries.
