Hi, everyone,
I was notified today that I can no longer use PayPal and I feel wronged.
I am an international student, not a US citizen.
So there is no SSC and Tax ID for me.
Sometimes my mom sends me money via PayPal, but as far as I know she doesn't see the "Send money to friends and family."
At the beginning it was normal and I was able to receive the money but once she sent 700 USD and PayPal asked for my tax ID, but I don't have it, and the received money was held so I chose to refund her. Since then I saw for the first time that I had a negative balance.
I've tried contacting PayPal, phone calls, emails, etc. But I always asked for SSC, but I don't have one so can't speak to them. And the email always only got an official reply and didn't really solve my problem. After refunding that 700 payment I don't get any money anymore so the money will be held, and I can't get the money withheld so I really don't know what to do.
My mom accidentally sent me money again yesterday, which **bleep** me off because I told her to stop using PayPal, but she didn't seem to listen. I had no choice but to choose to refund her again. But this time PayPal debited my bank directly instead of the negative balance. Then they emailed me and asked me to submit my personal file, so I uploaded my passport photo today.
Then after a few hours they informed me that I can no longer use PayPal.

You can't use PayPal anymore
At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services.
Based on this decision, if applicable, you are no longer eligible for PayPal Seller Protection as per our User Agreement. This will apply to all existing and future cases you receive.
Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can't send or receive money. Any money in your balance will be held for 180 days, after which we'll send you an email with instructions about transferring your money.
I don't know what to do, I feel so hopeless and depressed.
I've never done any business with PayPal, so I really don't know what I'm doing wrong.
I just want my account back and able to fix the problem. If anyone can give me good advice, I would be very grateful.

If it was only friends/family payments then why didn't you use xoom?
However you need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
