Seller refused to refund and Paypal refused to help me.

Hello. The seller refused to refund me the full amount for the returned product within the 14-day period within the EU. I turned to Paypal with this simple and clear problem, as I was living under the belief that I was under the protection of Paypal. The seller decided to arbitrarily lower my refund by 15%, in violation of French law (French seller) and EU law. I described my problem in detail, provided all the evidence, wrote many reports, attached many links to laws, and Paypal still did not protect my rights and rejected my request. Can you advise me what I should do now that they have already closed my case and I can't comment or appeal in any way?

You write 10 messages the same thing over and over. Am I really talking to a real person or are you just some kind of NPC who is trained to write the same simple things over and over and still think that a real human can't understand them? "buyer's protection, you dont understand". Can't you really understand what I'm writing to you and think constructively about the solution beyond your buyer's protection? As I am convinced that the paypals buyers protection lacks the basic element of consumer protection established by the legal system, whose regulations and judicial precedents I have sent you. If paypal's protection was extended to include basic protection, then your word OR would be irrelevant. First try to understand what I wrote about or ask someone more experienced to explain it to you. Maybe then you will understand that what I am writing to you is directly related to what you are writing. If you want to advise people about their problems who behave nicely, then first of all you should behave nicely and respectfully and try to understand the problems of others. I am really sorry for all paypal customers that such "experts" have any right to classify themselves as voluntary advisers on such a platform as paypal, which operates with people's financial assets and there are such violations of the European consumer law and also the law of the given state, about which I instructed you and sent you the official versions of the laws in question. So please don't be an idiot who tries to act smart and just **bleep** off already enough frustrated people who have been scammed out of their money and rather do something constructive that will make you money and leave the space to someone smarter and more respectful. You are wasting your energy, my energy and don't get a single euro from it. Nonsense

If you are unable to resolve the issue you must choose whether to pursue a claim under this Buyer Protection Program OR to pursue a claim with your card issuer OR to rely on any other statutory rights that may be available to you.

It is not just you! I bought online one of those fancy magic laundry balls for my wife. After about 2-3 months I did not get it, asked Pay Pal to intervene. They gave back my money and then took it out again and closed the case. So I lost 33 bucks, the people making thwe fancy laundry balls got 33 bucks and Pay Pal got a good laugh. I still use pay pal when I have no other option BUT THEY ARE NOT YOUR FRIEND!! Talk about leaving a bad taste in your mouth. You will not get your money back, so chalk it up to education and move on. I am using 1 credit card for all online transactions and will probably close Pay Pal. They are kinda like a roomful of rugs to a person on a walker. Good Luck but keep yer expectations low. After all, this is pay pal.

Always best to 'fund' your paypal payment (if using paypal) via a credit card, then you have the card option if your buyer protection doesn't work out?

Unfortunately I used a c.c. for a transaction and filed a chargeback and lost so even there its not 100% protection, then I used my statutory rights in the small claims court and won !!  😁

Unfortunately a lot of these scammers are based in China and sell on Social Media so small claims won't always be an option unfortunately.
