I am seeing multiple people recently stating the same issue. I have. Reoccurring bill from VPN mobapps limited but when you email them it goes to fashion gurus. The only fashion app I had was Lumi. Which shows up on apple pay as $0.00 charges. I also emailed them to cancel my subscription. While back. I’ve emailed both Lumi and fashion did not respond. I believe this could be a scam as I also recently noticed last month my password for my Apple ID was chAnged which I don’t remember doing

Thank you for visiting our community help forum!
I certainly understand how concerning this can be for you. A billing agreement/automatic payment authorizes a merchant to take payment from a customer's PayPal account when they make a purchase from the merchant’s website. As a buyer, you must agree to the Billing Agreement before a merchant can take a payment from your PayPal account. Here's how to modify or cancel a automatic payments in your account :
1. Go to Settings.
2. Click Payments.
3. Below 'Pre-approved payments', click Manage pre-approved payments.
4. Search for and select the 'Merchant Name' for the Billing Agreement in question.
For any additional assistance, you can mail/message us through the message center within your PayPal account. You can also reach out to our team through the available contact options at the bottom of PayPal page. Support is also available through Facebook/Twitter pages.
Best wishes,
Bindu

I got charged from VPN MOBAPP today $49 and do not know who they are. It also says LUMI on my bank charge. How are they getting away with this is you have been contacted months ago that it is a scam and should be flagged?
I reported it to PP as fraud and hope to get my money back. How are they stealing all these people's passwords?
Thanks,
M. [removed]

They don't need to steal passwords, you must have bought something from them (try google to see what they sell) or one of their sister companies as they go by lots of different names.
A lot of times what happens is people accept a free trial for a product, and forget to cancel OR don't realise they have set up a subscription and it auto renews. Be careful what you are accepting.
Check if you had a subscription set up.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''
Advice is voluntary.
Kudos / Solution appreciated.

There was a 99 cent charge at my bank for LUMI. I looked it up and I had NEVER seen their website before. I don't ever remember sending a 99cent payment thru PayPal. I have changed my password.
