First time posting, really need everyone's help.

So here is what happened:

The e-mail I use for this PayPal account was getting e-mail bombed. I was getting few hundreds of spams within minutes. I noticed something went wrong, so I check every e-mail and among all the spams, I got one PayPal e-mail telling me I just sent $845 to a stranger. I immediately called PayPal(was redirected to chat assistance) to file a dispute or unauthorized access. Within just 5 hours I was told by PayPal that they won't be refund me the money. I tried escalate the dispute to a claim in the resolution center but there is no such a button or option to do so! I am so frustrated right now and have no idea what else I can do to get  those money back.

not really an evident but it's all I have: <removed>

Paypal doesn't always cover unauthorised transaction, ie when you are responsible on your side so the IP address shows as coming from your computer or device.

I am damn sure not responsible for this transaction. The money was sent to a person in Europe, so I assume that person is also located in Europe. Then how can they make this transaction on my computer or device, or use the same ip address?

By your computer being hacked !!

https://www.paypal.com/us/webapps/mpp/ua/useragreement-full?locale.x=en_US#unauthorized-transactions

What is not considered an Unauthorized Transaction

The following are NOT considered Unauthorized Transactions:

  • If you give someone access to your PayPal account (by giving them your login information) and they use your PayPal account without your knowledge or permission. You are responsible for transactions made in this situation.
  • Invalidation and reversal of a payment as a result of the actions described under Refunds, Reversals and Chargebacks.

So if you click on a link in an email and give away your log in information OR your email address has been hacked and they have gained access to your paypal account then you may not be covered, if you think you are then appeal.

btw, the reason they denied my dispute was this transaction is consistent with my payment history which is not true. I have never make any transaction to europe and sending money to an actual person in the past. Ive only spend money on online shops.
