If my account has been cancelled, then can I apply for a new account in the United States with my passport?

Have you closed the account / is it temporarily limited / can't you log in to it / Is it permanently limited?
Advice is voluntary.
Kudos / Solution appreciated.

"We're permanently limiting your account."
I haven't had time to officially use it yet, I just made transactions for less than $1, which is too difficult to understand.

I can't do anything now except log in. It's equivalent to a dead number, so if the appeal doesn't work, I plan to cancel this account.

Sadly you can't close a permanently limited account. Paypal limits it to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account.

This is something that people can't understand. I haven't really activated this account yet, and I have actively cooperated in updating my real name information. However, in exchange for a permanent seal, this official practice is not convincing.

If you used a fake name on your paypal account then it can't be updated.
You can only change a name for a 2 character error or for legal reasons.
You can only change a 'nickname or fake name' if its a shortened version ie Rich for Richard for example.

Do you mean that I used a fake name before and later changed it to a real name, even if I used my passport, it would still be sealed?

I have updated my passport to that blocked account. Can I still open a new account with my passport now?

Hi @MCGradyGordon,
Thank you for your post and for joining the PayPal Community Forum. I understand that you used a name that was not your own legal name on an account that was subsequently limited. I am sorry to hear that!
If you already have a limited account, it would not be permitted to create a different account. Using PayPal with a different account while limited would be a circumvention of a limitation. Please review the PayPal User Agreement by clicking Legal at the bottom of the PayPal website.
I am sorry for the inconvenience and any frustration!
Olivia
