Why is my account permanently limited

I am new to PayPal. It was my sisters birthday and my friend decided to buy a cake for her. I ended paying for the cake first then my friend tried to send money to my account (noted she was also kinda new to PayPal) she sent me $63 through email then the next day I checked my PayPal it said it was permanently limited. How did this happen? Did I do something wrong? How do fix this?

You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.
They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.
