Withdraw money from account what was limited more than 180 days ago

Hello friends. My account was permanently limited more than 180 days ago. The account balance was hold on 180 days as well. Before limitation I used only 1 card what was linked on my PayPal account. During that period 180 days this bank account was closed. Now when I trying to withdraw the rest balance from my account I can see only this same old one card what is no longer active because bank accounts is closed. But the thing is that I can’t link any other new one cards to get withdraw my money from this PayPal account. Every time when I try to link a card I get the same notification on my PayPal application on a red background: “There’s a problem with your account. Please contact us so we can help you out.” Is anybody here who can assist me with it? Probably someone can provide me with some PayPal contact info Twitter Gmail or any other way to get reach them with this problem.

Have you had the paypal email saying you are now eligible to withdraw the funds?

If so then if you want advice you need to state which country you are in.

The thing is that I am living in two countries at least the last 2 years after the war started in Ukraine. Every couple weeks I am traveling between Ukraine and United Kingdom. Two days ago I came back to Ukraine for a next couple weeks depending the situation here... Also about the second question - five days ago I regain access to my mail which was suspended by the gmail team probably for the same reason of constantly changing residence between the UK and Ukraine. So unfortunately can't give you an answer about if I got any notifications from PayPal that I can withdraw my money from my PayPal account. However, about 200 days have passed since my PayPal account was permanently limited, and I would like to withdraw my funds from my PayPal account as soon as possible, since the limitation letters stated that the restriction on withdrawing my remaining balance can last up to 180 days. Thank you and appreciate for your help.
