Yubikey 5 NFC does not work to authenticate paypal payments, mac M1, firefox, paypal purchase

I tried to make a purchase on steam yesterday, I put the yubico key in a usb slot, put my finger on the key and nothing happened. I then tried to login to paypal to confirm the key worked, I put my finger on the key and immediately got in. It has happened in just that way to me before. The authentication with the YubiKey 5 NFC fails to allow me to use paypal to make a purchase. I go to the paypal website and try to log in there, and the key functions there. Same computer. Same key. Same USB slot. Same way of placing my finger. Is there some setting up I need to do to allow other website to use the yubico key to authenticate a paypal purchase? This yubico key is a recent purchase and I don't remember ever being able to use it except on the paypal website. Which is disappointing to say the least given the price of such a key.

I should add that the Yubikey does work to authorize a payment on my mac mid 2015, with the yubico key plugged directly into the mac computer, instead of a being plugged into an extension with several USB A ports on it - 4 total - the way I am set up on the mac M1. Does this additional information help zoom into what might be going on? I am using firefox as well on the mac mid 2015.
