can not delete account, can not find email for supporting, can not close account

If the account has limitation then you wouldn't be able to close the account unless you resolved those issues first.

If its a permanent limitation then its not able to be closed.

If no limitations then click on the cog/settings icon and the close account link is on that page.

If you have a permanent limitation then you can't close the account, Paypal limits it to stop you trying to open another account with any linked information from the limited account.

Unless paypal have given you permission to open another account then you are not allowed to do so, if you do then that one would be limited as well as the ban / limitation is on you 'using' paypal and not just on that limited account.
