permanent limitation.

My Paypal account has just been permanently limited! I had just been sent some $20 by my son and was trying to withdraw it. Now I can't access it and may have to wait for 180days before the issue is resolved-according to the email notification I have received! Has this ever happened to any of you? Please help.
