How to hold funds until a seller ships a product?

I have been looking for a clear answer and a clear solution for this for a few days now.
We have a platform where sellers can place their products to be sold by us, in return we get a small commission, so far its simple.
So I simply need a solution where I can use paypal to make payments, freeze the money for up to 30 days minimum then release the funds to the seller once they set the product as shipped on our platform.
The only catch is, we don't hold the money on our side, we try to avoid the legal head ache of doing so and the moment we hold the money we would be legally responsible!
I was advice that Adaptive payments would give us the solution we desire, delayed chained payments to be specific, but it doesn’t! From my understanding, the primary account (the seller) will always have the full amount available in his account.

But we need to protect the buyer by not giving the seller access to the funds until they ship the product.

 

Any Ideas how to do this using paypal?

Maybe there is something about adaptive payments I missed?

Welcome to the community forum.

 

I am afraid that would not be an option using PayPal. We can't hold money for you. However, we do already have something similar in place on our side for new sellers. 

 

This is how it works: http://ow.ly/IZVLL . It is a feature we use to make sure that the buyer gets what they pay for but you wouldn't have access to the money yourself once it had been sent on to the seller's account.
