Can`t transfer Money!

Hi Guys, I have created a paypal account and found out that my country was set to  "United States", then I received 122$ from a freelancing website.. now i want to transfer the amount to another paypal account for a friend in Egypt to withdraw them for me, but i keep seeing this message " We can’t send your payment right now. If you keep running into this issue, please contact PayPal.".

And I can`t confirm my Phone No. 

Any solution please?

Well if you have opened a U.S paypal account  and you are not in the U.S then it won't work will it.

You need to open one in your own country.

Suggest you ask the website if they can get the payment back somehow as its unlikely you would be able to send or withdraw it.
