Ebay Invoice/Fees for Items that I have agreed to Refund

Hi,
I ended up agreeing to give a refund to a buyer for an item but would not refund the postage as it was a goodwill gesture, so the transaction was treated as a partial refund. I then resold the item to another buyer. My latest invoice is charging me the 10% Ebay sellers fee for both transactions, even though the 1st was a full refund for the item value. I can't believe I have to pay the 10% fee twice even though I have only sold 1 item. I was trying to be a good ebayer by agreeing to the refund in the 1st place. I have struggled to see where I can contact ebay to query this, can anyone tell me if I should be paying this extra fee and any idea what email address I can contact them on to deal with this as I do not want to ring them and their site just send you round in circles trying to find a way to contact them?. If this fee is due then I want to complain to someone, can anyone tell em who is best e.g. Trading Standards?

You can get a final value fee credit if >>
you do a mutually agreed cancellation of the transaction in the resolution centre in your my ebay.
you can get a fee refund if you have a non paying bidder.
you can get a fee refund if its as the result of a dispute with a buyer on paypal and you have refunded them.
However you just gave a voluntary refund and so don't qualify for a fee credit.
BUT this is the paypal and not ebay board so best to check over there for up to date info.
Advice is voluntary.

Thanks for responding, sounds like a case of not knowing how to use ebay properly and being too generous with refunding, so annoyed that I have effectively been charged 20% ebay fees ontop of the the paypal fees!
