How can I send money to a friend in El Salvador? I don't see that country in the dropdown list on the international paypal website.
You could login your account, click the send money tab, then enter the receiver's email and the AMT, that will work for anyone has a PayPal account.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
