If I understood you correctly, you can transfer from PayPal to eligible debit card or bank account.
“Where can I get my PayPal account”
If you mean “balance account”, you have to receive a payment first. Then as you accept the money, you go through the process of setting up a “balance account”. Select “Keep it in PayPal” and they’ll ask you to verify the info you gave at sign up: name, address, DOB, SSN.
