Cannot send money to Gmail account

Hello friends. I cannot send money to a Gmail account holder (which I totally trust). I am getting a messaged it is not enabled in my account. Maybe you can help me out. I couldn't find a answer for this in Resolution center. This is the screen I get:

Are you trying to send money to a Ukraine PayPal account? 

Because Israel can only send money as goods and services and Ukraine PayPal accounts are only permitted to receive friends and family payments.
