Contact card Issuer

I have already linked my PayPal with my Mastercard and already did a transaction, but now when I try to make another transaction PayPal is telling me to contact the card issuer or use another card. (the card has a balance for the transaction)

Has this situation been resolved? I've run into the same problem. Can't make a payment, getting the same message. I even verified my card (the $1.95 thing), but it didn't change anything. My card is fine, my bank doesn't see a problem on their end, and I don't have a different card to use as an alternate method. The last time I used the same card with my Paypal without verifying it was in January, and there was no issue then.

I had the same issue. What I did was go to my bank and have them destroy the old card and issue a new one. I suspect the expiration date was faulty as it seemed to be the error returned that the bank told me.
