Linking Visa card keeps getting declined

Hi everyone
I activated my Visa card and charged it for 2 euros (required is 1.5 euros), made sure the billing address matches, the account name matches (provided government ID), checked with my card issuer and they confirmed that I can link it without any problem. Yet my card still keeps getting declined. 

P.S My issuer confirmed they can't do anything as their end has no problem.

Is it a credit visa as required in your country?

Is it a virtual / digital card at all?

Have you added it to previous paypal accounts?

If you confirmed it with the 4 digit code sent after the fund deduction then your best bet is to ask customer services to add it for you.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?

My card gets declined in the very first process of inputting its data when first linking it, I don't get to the step where I can verify fund deduction code.

Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card. Failing that as I said all you can do is ask customer services to help you.
