Hello @adeptyves,
Welcome to PayPal Community Forum and thank you for posting!
I understand your concern regarding the refund. Please be informed that all refunds will be sent back to the payment method of your original payment. Here's the link to know more about the refund. Since the bank account is forfeited, you will need to contact the financial institution to let them know you've received a refund to that account and discuss disbursement options with them. Since they are not helping and you still haven't received the refund, kindly reach out to our customer support team so that our advisors can review your account and help you accordingly with the refund.
Regards,
Ayesha

I have tried messaging Paypal about this issue in the past, but it says that messaging Paypal isn't an option for me. I don't have a US-based number so I can't call Paypal. Is there a more efficient way to go about this?

Hey @adeptyves
I totally understand your concern about the refund here! Refunds to cards can take up to 30 days depending on the card company involved. Have you checked with your card issuer about the receipt of the refund? You can also reach PayPal Support team through Facebook, Twitter and Instagram pages to get the refund issue resolved.
Best wishes,
Bindu

Hi! As mentioned, I called my card company, and they told me that the amount is only "floating" or was returned to its source. Would Paypal be able to check in on this? Is it possible that the money was returned to the seller?

Hi @adeptyves,
Thank you for your reply. I understand your concern. If the funds have remained missing for 14 days, you can reach out to Customer Service at the options supplied by @PayPal_Bindu above or by clicking Contact at the bottom of the PayPal website. They can look into it more deeply and request a trace if needed.
I hope this can be resolved soon!
Olivia
