I need help with decline money from Payoneer

I received this email from Payoneer Your payment from Appen has been transferred to your PayPal account And then I received Appen recently tried to send a payment to your PayPal account. Unfortunately, your payment was returned because PayPal cannot process your funds. I added Mastercard credit card If I received money this will happen again

Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.

Also you need to add a visa as per link.
