Negative balance even though I paid with my savings account.

I bought an item from eBay last week. I received it one day later, even though it was supposed to take a week. That's not the problem. The problem is PayPal is saying I paid with a balance that didn't exist, now they want $24.41 and have deleted my bank account and I can't add it back.

I am sorry to hear you're having issues with adding your bank account to clear the negative balance in your PayPal account. If a payment was paid by bank, a payment to your seller completes instantly because we fund this on customer's behalf and wait for a bank transaction to clear. If your bank declines your transfer or the transfer is reversed due to technical reasons, we will try to retrieve the money a second time. If we're unable to receive any payment, your account will go to negative. I would suggest you to review your bank statement or contact your bank to see if the debit processed to PayPal was successful. You can add money to your PayPal balance using your bank or card.

 

There are some banks that aren't compatible for use with PayPal. This may include most online or prepaid bank accounts. You can find the possible reasons for the bank decline and tips here. If there has been too many attempts in a row, sometimes our security system may decline/block certain activity if it detects any risk. I would recommend you to try to add your bank again at a later date. If the problem persists, I would recommend you to try to add a different card or bank account.

There is no problem with my bank. My savings account is perfectly fine. I logged into my Chase savings and sure enough, I made a payment of $24.41 for my eBay purchase but PayPal is still demanding the same amount of money and will not let me add my savings account back no matter what I try. It refuses my router and account number and will not link to my account.

 

So my savings account records say I paid with my Chase savings. PayPal says I paid with a PayPal balance that did not exist and now I'm in debt. They will not help me in any way. They will not let me restore my savings account.
