I made a purchase two days ago and then immediately cancelled the purchase. The seller refunded the amount immediately. But, after two days paypay charged my account for the amount (even though in the paypal site the transaction shows refunded).
I spoke to the paypal agent and they say that the money will be first debited from my account and once paypla receives the amount, they will then refund the same back. It will take anywhere between 3-5 days after paypal receives the amount for them to refund it back.
If you funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
