Prepaid Mastercard not accepting balance transfer?

I just attached my prepaid SWIRL mastercard to my account with no problems, but it's telling me my card does not accept transfers just yet? Is this because of any incorrect information? I'm kind of really lost on this one.

Welcome to the PayPal Community! I'm sorry to hear you've run into some issues transferring funds out to your SWIRL card. Unfortunately, the option to transfer funds to a card is not available in every country. After a bit of research in our Help Center, I was only able to find instructions on how to transfer funds out to your local or US bank.
