I know I won't get a useful answer here either, but here goes.
Trying to buy some games off Steam and every time I do I get "Your purchase has not been completed. The payment processor has reported an authorization failure. Please select a different payment method." I know others have had this problem, but I have verified with my bank there are no limits on my savings account, they are not denying payment to Steam. The problem is not on their end. They told me to remove my account from PayPal, then do it again, but it made no difference. Once again it's PayPal at fault, there's no other explanation. It shows no problems with my account. The negative balance they slapped me with is gone, and they happily took my money out of my savings account... TWICE. My Chase account is preferred and confirmed. I've tried on Steams website and the result is the same, it refuses to let the payment go through. I have far more than the $92 I intended to spend. I also can't add any money into my PayPal as some solutions suggest, there's no option to even do that.

Sorry to hear about the payment declines using your bank account. As you're getting the same error message for multiple payment attempts, I suggest you to try to change your Payment method to see if this works. Also, please contact the merchant support once if they're blocking any PayPal payments with particular payment method.
You can add money to your PayPal balance from a confirmed bank account or card. Please check your linked bank account is confirmed and then try to add money from your bank account. You can find the steps to add money to your balance here. If you're not able to see your bank as a option to initiate the transfers, try with your linked card or other bank account. You can also reach out to PayPal Support team for any additional assistance and the contact options can be available in this article.

Thanks for responding back! I am truly sorry for the trouble you're having to add money in your PayPal account. I see the 'Transfer Money' option is not reflecting in your wallet page. I suggest you to go to your home page and try to click 'Transfer Money' under your PayPal balance. If you still not able to see the transfer option in your account, please reach to PayPal Support team to get this solved.

Same thing that is happening to me, payed before just fine now its blocking everything on any website telling me there's a Authentication problem
