Two transactions Same amount of money. Different fees. Why?

I made two transactions for the same amount of money, but they had different fees attached. Why?

One had a $13.66 (one item sold) fee and the other had a $9.66 fee(two items sold).

 

Are there different G&S structures?

Yes. One was US based (as am I) and the other is Canada. The Canada recipient had a higher fee taken from their amount.

That's the reason then.

You paid a cross border fee for the international sale.
