I paid an invoice from the UK in Euros using the Credit Card in my Paypal account.

Why was the Merchant, in the Czech Republic, charged a fee to receive payment in his Paypal account?

Can I opt to pay the fee instead?

I paid 40 euros and he received 37.23 euros.

Sellers pay fees !!! That is how paypal fund the service and pay their staff wages.
