Unable to Transfer Funds from Paypal Balanced to VISA Debit Card

I am unable to transfer funds from my PayPal Balance to my VISA Debit Card.
My PayPal account is not limited and have been confirmed everything.
My Bank VISA Provider have also confirmed that my card is not locked or under any limitation
I have also linked and confirmed my VISA Debit to my PayPal Account. PayPal have also confirmed to withdrawn 1,50$ to check card is active and have refunded the money.

The option to withdraw to a card is not available in every country.

When you click to withdraw funds does it give you the card option OR just the bank account option?

I do firmly believe that the option to withdrawn to a card in my country is available as seen there are many guide instruction on how to do it in my country language.

When i clicked to withdrawn funds it give me none. Instead i click this button below and it gave this error instead. I also have some trouble trying to link my bank for some reason.

As @kernowlass advises, the option to withdraw to a card is not available in all countries. From what I can see, the option to withdraw to a card in your country is not available however you do have the option to withdraw to a bank account. Please see here for more information on withdrawing your funds. 

You mention you are having some issues adding your bank account, are you getting a particular error message? Is the bank you are trying to register in the same name as your PayPal account? The name on your PayPal account must match the name on your bank account in order for it to be added successfully.

i have used paypal since 2021, and back then i had no problem transfering funds into my visa card. but now suddenly i can't do it and it always says right now, theres a problem we're unable to transfer funds to your bank 

note : my account has been empty since last year and had 0 amount in it. then i just received 155$ recently and i wanted to withdraw it to my visa card and i have waited for a week, this problem still persists. like i said, last year i have absolutely no problems transferring funds to my visa card. i had linked my account to my bank account but it never went through in the past so i always transferred to my visa card. please help
