Unable to purchase on coinbase

I have been unable lately to use Paypal to make purchases on coinbase, it was never an issue before but the last month or so, each transaction is cancelled.

What is the suspicious activity that causes my orders from coinbase to be cancelled? I am the one placing the orders.
