Vietnam can't transfer money yet. How can I transfer it from my PP account to my bank account?

I have a PP account in Vietnam where isn't possible to transfer money from my bank account yet.

My question is:

is it possible, after another PP account sends me money, to transfer it from my PP account to my personal bank account?

Will I receive money?

Yes, other PayPal accounts can send you money into your PayPal account. Then you make a transfer from PayPal account to your bank account.

Fee for withdrawals made to your local Vietnamese bank account: 60,000.00 VND (when no currency conversion is involved)

but what I cannot understand is why is possible send money from pp account to bank account and isn't possible send money from a Vietnamese bank account to a pp account
isn't it enough to have an IBAN?

Anyway, I want to be sure 100%, after send money to the Vietnamese PP account from another PP account, Can I transfer money from my Vietnamese PP account to my Vietnamese bank account?

I mean, I want to be sure that I will have the button to make it
