Why can't PayPal use my linked Bank Account as a payment option?

I've had more trouble with fraudulent charges to my bank account while shopping online causing me problems in accessing my money until I receive my new card and  pin.  Transferring money from my bank to PayPal takes forever so I have to wait 4-5 days before PayPal receives the money and I can use my Cash Card.  Why can't PayPal use my Bank Account directly for payments?

Have you added your bank account and confirmed it with the 4 digit code.

Is it a U.S bank and not a virtual / digital bank?

Is the name on the bank the same as the name on your paypal account?

Have you used the bank on any previous paypal account and how many times?

Have you had any failed bank transfers OR negative balances recently?
