Why is my paypal payment still on PENDING after 26 days, and why can't I see it anywhere?

So, on 25th February (26 days ago) I wanted to buy a game from steam, with Steam Wallet + Paypal (because I had insufficient funds on Steam Wallet, to just pay with it).
I paid, the money from my card went on Paypal, but just a minute after the Paypal got my money I received a Paypal Notification, on paypal (not even on my Paypal email) with the message "PENDING PAYMENT. If the payment is voided for any reason, the pending amount won't be charged. It may take a few days for this to show on your card statement." The message was shown on the Notifications (on paypal) for 1-3 days, but after these 1-3 days the message disappeared, and I can't even see the PENDING PAYMENT on Activity/Wallet/anywhere on paypal.
I've looked up on google with that ERROR (if I can say that it's an error) and there was saying that in 21 days the money will be on my paypal balance or on my card balance. But there is no where, not even on my paypal balance or on my card balance.
Today it's 23rd March, 26 days passed from when my money disappeared. I didn't received my money back, I can't cancel the PENDING PAYMENT, and I CAN'T see the PENDING PAYMENT anywhere on my Paypal account (Activity/Wallet/Summary, etc), I can't see the payment that I've done anywhere but on my card. I can see the payment just on my card on payments history.

What should I do to get my money back? I've been waiting for almost 1 month, I can show you any evidence you want that I've done this payment, and the money from my card went TO PAYPAL and then disappeared, and I didn't received any money back to my paypal account/card.
And what should I do to see my PENDING PAYMENT, because I can't see it anywhere, I've read many reddit/community messages with the same problem and you guys just answering "check wallet/summary" but I did check my wallet and the summary and still didn't seen any "PENDING PAYMENT" message.

Same thing. I have a refund from 1 month ago. Paypal says they are waiting on it to clear. A month really!!!!

@StefanSg I understand your concern about the pending payment. PayPal may place a hold on funds for a variety of reasons, but you may have options to help release the funds sooner than the standard 21 days hold time. If there's any issue with the payment, it will be reversed to the original payment method. If the payment was processed  through authorization, please take a look at this help center article. Since the transaction is not reflecting on your PayPal account, Kindly reach out to our customer support team through the available contact options on our website so that one of our representatives can help you trace the payments.
 

@Blutxcowboy Regarding refund: I know how important it is to have funds at the right time. All refunds will be sent back to the payment method of your original payment. If you've used your card to complete the transaction then your refund will go to your card. It may take up to 30 days for the refund amount to appear on your card statement. If you've used your bank account then the refund will initially go back to the bank. It may take up to 5 business days for the refund amount to appear in your bank account. Since it's been more than a month, please reach out to your financial institution so see if the funds have been credited. If you still do not find the refund, kindly contact our Customer Support team, and our advisors will help you look for it.
