I want to refund over $70 from propeller ads and I gave them information for kyc and their payment stuck they replied with Hello, We received error 14764 while sending money to your PayPal. The error code means "This transaction is blocked due to regulatory compliance restrictions." Please check with PayPal to see what you need to do to receive payment. , I live in Egypt propeller ads based in cyprus
Did you read the link? Section 1 says to receive payments you have to add a U.S bank account (allowed in most countries as paypal is a U.S company) but the bank account has to have been opened in the U.S and not a virtual bank account.
OR you can add a visa credit card issued in your country with a billing address the same as your paypal account address.
