incorrect fee when reeciving amount

I recived money from a friend but fee was deducted, by mistake they may have selected payment for goods.

whats the best way to get it refunded? should i return the amout and ask to pay again? will there be fees deducted if I return the payment?

paypal help has not been helpful at all, no reply to emails/messages, phone call they say there is no agent available. thanks

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.

As it was your mate that made the mistake maybe they will foot the fee?

If not you may try asking customer services if they will return the fee as a goodwill gesture but they don't have to unfortunately.
