payment method was declined by Apple

If i want to add PayPal as a payment method in my iTunes Store, then it shows this error:

this payment method can't be used with the itunes store. try again using another payment method

Sorry to hear that you're not able to your PayPal in your iTunes Store. You have to verify your PayPal account before adding it to your iTunes Store as a payment method. Also, please note that there will be no pending issues in your account to be added in your iTunes Store. You can review any pending issues in the resolution center or notifications tab in your PayPal account. If your account is up to date, please reach out to our team through the available contact options at the bottom of PayPal page to get this checked further.
