Cannot complete payment. On screen with confirm with either of 3 methods. Each just brings cannot proceed at this time try again later screen. Can access PayPal app no problem and everything is confirmed

I'm sorry to hear you're having trouble making a payment. If you're still having difficulty making a payment, you may be running into our Security System. Our Security System reviews each transaction to ensure the safety of our customers. If there's higher than average risk, it can limit what payment methods are available or prevent the payment entirely. I have a few tips that might help. First, always log in from one consistent device. Next, clear your cache and cookies or try a different web browser. If the error persists, allow 48 hours between attempts. If you are still unsuccessful after allowing 48 hours between attempts, you may want to contact Customer Support by clicking 'Contact' at the bottom of any PayPal webpage. You can also reach Support by sending a Direct Message on Twitter or a Private Message on Facebook
