I'm sorry to hear you keep receiving an error message when trying to make payments using the Apple Family Sharing plan and PayPal. The error message you've listed isn't a PayPal error message. I apologize; for that reason, I won't be able to speak to it directly. I would suggest reaching out to Apple directly. I did find mentions of the same error message on Apple's Community Forum as well.
In the meantime, I suggest ensuring your PayPal account is verified, your email that's shared with Apple is confirmed, and that your automatic payment to Apple is still established. If you'd like to review some troubleshooting for PayPal declined payments, I recommend visiting this Help Center article. From what I found, I don't believe that's what's happening here. However, the tips in the article may still help.
