Authorization rejected

I'm trying to withdraw money through mpesa but it's says cannot complete transaction because the authorization was rejected by PayPal, please help I need a solution.

I clicked the link took me to a page for withdrawals but I didn't get any help yet.

I am having a similar problem I tried withdrawing to my mpesa i got an error message reading the transaction could not be processed.
