I am sorry to know about the payment decline and I understand this can be concerning. Our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. To provide a safer online payment network, every action through PayPal is reviewed before it's approved. Occasionally, an action won't go through due to the various precautions we take to improve the transaction safety. In this case, I would recommend you to try again at a later time. Here's the Help Center Article to know some of the reason why the payment declined.
