Buyer frauded me then PayPal. PayPal sided with them. I am being harassed by buyer, what can I do?

I am a seller on Ebay which is wrought with scammers. I just had one and PayPal sides with it.

They buy a product, receive it, claim it is not what they wanted. My shop has CLEAR no return/refund policy and to make sure before you buy.

I refused at first to refund. Then I decided to be nice and said to mail back the product, then I would refund. They claimed they would. Shortly after, they filed a claim with PayPal to get a forced refund from me. I provided a mountain of evidence on why this person should not be refunded and that I had NOT received the product they bought.  

The buyer was verbally assaulting me in messages on Etsy. Then started throwing out racist comments.  I sent PayPal all of these messages. Again, I showed them my no return/refund policy and that the product they bought was exactly what is shown in my shop.

Paypal ended up siding with the seller - and refunded them the full amount.  I have NOT received the product back!!! They literally lied and provided PayPal zero evidence they mailed it back.

They closed the case. Today, the buyer is sending me messages on Ebay (there is no way to block them) and all the messages are them laughing at me: HAHAHAHA

Now. PayPal did not take the money from me, but they got frauded and this buyer is not held accountable anywhere. Yes, I reported to Etsy, but they too don't care.

Why did PayPal side with a scammer and why are they allowed to continue to use PayPal?!

Similar case happened with me. I closed my shop on etsy as etsy charges high amount and doesn't provide proof of Delievery for digital item. When a scamming fraud buyer downloaded the digital product and claimed item not received, then email from etsy that download link sent to buyer isn't enough for PAYPAL for "Valid proof of Delievery". When it's clearly mentioned in the etsy listing that digital items are non refundable. Paypal is scamming Seller and favouring scamming BUYERS.. I will stop using Paypal. PERIOD
