Can I use PayPal to transfer money to my bank card?

I am new to PayPal, so this question might be a little naive but still, I have to ask it: Can I use my PayPal to withdraw money to my bank card? The thing is that I make money in crypto and the exchange rate to PP is much better than directly to the card. I know that some types of transactions are restricted in certain countries, so just general info won't probably help me. Both my PayPal and bank accounts (along with the card respectively) are registered in Cape Verde. Can I recieve money to PayPal and then withdraw them to my own card with all these conditions?

The option to receive Paypal payments is sadly not available in Cape Verde.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.

Thank you for your answer, Can I change my PayPal account region? I'm a "digital nomad" and live in different countries for short periods of time. My next stop is Morocco, will I get full functionality there despite my bank account still being registered in Cape Verde? What exactly determins PayPal region? Phone number, bank account's country, current geographic location or something else?

Thank you for your reply! I'll be happy to offer some clarification to supplement the helpful information given by @kernowlass and answer your question.

 

A PayPal account must be registered in your country of residence. If you move to a new country, a new account would need to be created and registered in the country of residence there. However, if you move frequently and do not have a home base where you reside most of the time, the creation of new accounts each time may be perceived by the security system as high risk. If moves are something that happens very often to many different countries, it is at least a little bit possible that a PayPal account may not be a viable payment solution. 

 

If you do have a home base where all your mail goes, where your utilities are registered, etc., and where you spend the most time, I recommend registering in that country.
