Can't use my Paypal balance to send money

Hey,
I opened my account in Malaysia, and now back in Italy Paypal won't let me use my balance to make any transactions. Instead, it always wants to link a bank account, regardless whether I want to purchase something online or just send money to a friend. (Preferred payment method already chosen to use PayPal balance first.)
Why is that so and how can I resolve it?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

hey, thanks for your quick reply. Unfortunately, PayPal didn't inform me about that. So now, I organized through a friend residing in Malaysia to resolve the issue for me. But again, to her it's only possible to use the linked debit/credit cards to send money and not the PayPal balance itself.
What is the issue here?

If using a balance funds have to be in the correct currency that the recipient accepts as paypal do not auto convert from a balance like they do from a bank or card.
Also funds have to be cleared and not pending.

That sounds reasonable. But now PayPal doesn't let me convert the money from Malaysian Ringgit into Euros. The option to do that is not even available. For other currencies there is a button to convert, but not for Ringgit
Any ideas?

If you are unable to convert the currency in your balance then that would explain why paypal are telling you to use a card instead.
Not sure what country you are in at the moment but can you add Ringgit currency as a receiving currency on that countries paypal account and then it would be in the correct currency for the recipient ie you.
