Cannot transfer funds

I am trying to transfer fund from my PayPal balance to me Debit card but it fails, is it because PayPal is holding my money or because me card cannot receive the amount?

If the funds are cleared and not on hold then you have auto withdrawal in your country to a credit visa card.
