Change my date of birth for my paypal account in order to change my account name

I created an account, I was trying to transfer the money to my local bank account, however in order to do so I need to change my paypal's name to match my banks account name. I tired to change the name in paypal, but was then stopped due to not matching date of birth. I can not find any button on paypal to change my birth date. Paypal doesn't say anything, and I can't find it, I am kinda in a pickle here.

You didn't know your date of birth when you opened your paypal account?

You can't change it because date of births don't need changing.

Damn so the birth date can't be changed huh. I am not sure how good the ID detection PayPal have but When it was scanning my driver license it just says my birth date is not matching. because I am not form the US I'm not sure if PayPal can recognize other countries birth date format, I thought this might be the reason, or I made a mistake in the signing up process. 

My main goal is to change my account name so I can link it to my bank account, but this issue is standing in my way. I tried to just transfer the money in it to my other paypal account buy it is saying that there is an unknown issue that is preventing me doing so. This has been like this for 2 days already. 

Is there other solutions to change my name without doing these steps? Like contacting someone in PayPal to help me resolve this.

You can only change the name on a paypal account for a 2 character error OR for legal reasons like marriage.

If the name on your paypal account is not your legal name then you may find you can't change it.

OK, since I am unable to change my name of my Paypal account, I have decided to just transfer the money to my other paypal account which have already linked to mu bank account. However I keep getting errors that stops me from transferring, it doesn't explain what the issue is, just saying it has an error.
