Coles Online payments failing - last 2 years

There are a percentage of Coles Online customers who normally choose to pay for all online purchases using their paypal account.
For 2 years, the Coles Online website in Australia, while offering the paypal option, refuses to allow PayPal payments regardless.
As they continue to OFFER paypal as an option, but stop such payments, I havn't gotten to the bottom of what is causing this.
*The usual phone number, address, expiry, and other requirements have all been checked numerous times since the problem reared it's head.
*Asking for follow up via customer service, with the Coles Technical Team has had no noticeable response.
*A sustained approach to solving the issue is not possible with customer service, as it needs to be escalated and leads nowhere.
*There is no data on whether this issue persists for customers who opt to pay the $19 monthly "special services" to waive delivery fees.
Has any business had this unexplained "hole" in their paypal payment regieme in the last two years, and do you remember what the solution was?
** I absolutely would love to hear from a Coles representative about this issue, where they feel they can "get to the bottom of the error state".
