Is there a transaction fee charged to someone receiving funds?

Sellers pay fees to receive paypal payments, that is how paypal afford to run the service and pay their staff.
However the fees are auto-deducted from any payment received before the balance is credited to the sellers paypal account.
Don't be scammed by fake paypal emails stating you have to pay any 'upfront' fees before you receive the funds.
Advice is voluntary.
