Foreign curreny charges. by my bank

My bank is charging a foreign currency transaction fee on charges to my card from PayPal, but PayPal converts to AUD (and states that a fee is charged within the conversion rate). I seem to be paying twice.

I'm sorry to hear that you're being charged multiple currency conversion fees when making payments using your card. You can learn about different fees on our Help Center here as well as the Fees Page. If you typically make payments in a different currency from what your card is already registered in, it might be beneficial to update your card's currency on PayPal. This could help prevent extra fees when making payments or withdrawing. (Please note, this isn't an option for banks, only cards.) If you'd like to update your card's currency, you can reach out to Customer Support through any of these options.

Thanks. Further information.

I have two cards registered with PayPal. 

One personal card Bendigo Bank gets foreign currency charges. Bendigo say these charges are raised by PayPal even though they show as separate line entries.

One business card Westpac gets no foreign currency charges.

Both cards are AUD denominated so I can't see that changing card currencies will help.

So I suspect Bendigo Bank in all this, but as that answer took over an hour I guess I'll just stop using the Bendigo card, inconvenient as that is.
