Thanks. Further information. I have two cards registered with PayPal. One personal card Bendigo Bank gets foreign currency charges. Bendigo say these charges are raised by PayPal even though they show as separate line entries. One business card Westpac gets no foreign currency charges. Both cards are AUD denominated so I can't see that changing card currencies will help. So I suspect Bendigo Bank in all this, but as that answer took over an hour I guess I'll just stop using the Bendigo card, inconvenient as that is.
