Having problems receiving funds. "This payment can't be completed due to regulations"

Titles pretty much sums up the problem.
Having problems receiving funds. Sender resides in USA and I'm from Egypt. He keeps getting the same message " This payment can't be completed due to regulations"

To receive payments in Egypt you have to confirm your email address and add and confirm a visa credit card.

I added a USD Debit card and sender is still unable to send fund. He says he's still getting the same message "This payment can't be completed due to regulations"

UPDATE: I tried sending an invoice and it the payment went through but it says it's under review. Is that normal? will this happen every single payment?
