I'm from the Philippines and I'm a new seller here on Paypal and my first sale is on hold for 21 days. Is every payment I receive always on hold even after my first sale of 21 days?

The hold lasts until paypal feel you have a reasonable seller reputation, when that happens you will get the funds instantly.
